The Discord block now in effect on several Philippine networks was presented as a child safety response to the September 18 shooting at Banga National High School. The planning chat that local officials described in that case ran on Facebook Messenger, not Discord. And through the same week, licensed online gambling apps stayed open and licensed.
Taken together, the government’s recent moves follow one pattern. Enforcement lands on the channel that is easiest to cut, not on the network behind the violence or on a sector with a long public record of household financial harm. The people carrying the cost of the Discord block are mostly adults who use the platform to work.
The Discord Block Followed a Letter, Not a Finding
CICC sent separate letters to Reddit and Discord dated September 21, giving both 24 hours to appoint a Philippine resident agent or face restriction or a nationwide block. The letters also demanded explanations of existing arrangements and plans for stronger safety standards, faster threat response and age assurance. CICC Executive Director Renato Paraiso framed the demand as reachability, saying the agency was “not asking platforms to police the internet for the government”.
Both companies answered inside the deadline. Reddit met with the agency and committed to a Philippine office and a coordinating team, with no timeline given. Discord sent a letter offering to discuss its safety measures for teenagers. CICC granted Reddit an extension and said none had been given to Discord, pending direct talks with the platform and concrete commitments on its requirements.
The Discord block appeared within hours. One tech outlet confirmed Discord was blocked on Globe, GOMO and TNT but still reachable on Smart and Converge, and it also received reports from DITO users who could not connect. At the time of that reporting, neither the NTC nor the DICT had publicly confirmed a block order.
So the line between the two platforms was procedural. Reddit sent executives to a meeting. Discord sent a letter. No public finding about Discord’s role in any of the three shootings separated them.
The Banga Plan Was Made on Messenger
Banga Mayor Albert Palencia and South Cotabato Governor Reynaldo Tamayo Jr. separately told reporters that the student’s phone held a Messenger group chat where he told classmates he planned to attack schoolmates on campus. Palencia said the chats showed planning from August and an earlier target date of September 3 that did not push through. On the day itself, the student told classmates and friends to go home after lunch. They thought he was joking.
Officials are also looking into the student’s reported activity in an online group called the True Crime Community. No official has publicly tied Discord to the Banga attack. Meta, which runs Messenger, was not handed a 24-hour ultimatum. Earlier this month, the government met Meta representatives to form a technical working group on child safety measures, faster takedowns and age verification.
The objection most Filipinos reached first is simple. If the plan had been sent by SMS, nobody would propose cutting off text messaging. CICC’s answer would be jurisdiction. Globe and Smart already operate under Philippine law and can be served legal requests, and Meta is already in talks with the government. Discord has no Philippine representative.
The demand for reachability is fair. A Discord block does not deliver it. The company stays exactly as reachable as it was, while Filipino users lose access.
Enforcement Targets the Channel, Not the Network
The threat investigators describe is not a platform. In the Tacloban case, Paraiso said recovered chat logs showed both teenage shooters were active members of 764, an international extremist network that targets minors, and had been deliberately recruited by it. Those chats have not been released, so the claim cannot be independently checked. At a Senate hearing in July, experts described a grooming process that reaches well beyond video games into encrypted messaging apps and online communities.
The response so far has followed the most visible channel. After Tacloban, the conversation centered on GoreBox, a violent sandbox game one suspect played regularly, and the game was banned in the Philippines. After Banga, it centered on Discord. The Discord block repeats that pattern. A network already working across several apps loses one door each time. Online Gambling Shows Blocks Do Not Hold
The government does block gambling sites. PAGCOR said that since September 2022 it had referred 13,399 illegal sites, and the NTC blocked 12,562 of them. Before the House in August, PAGCOR Chairman Alejandro Tengco said many illegal sites had been closed, but operators often come back quickly using different methods to evade enforcement. That is the state’s own record on what blocking achieves against a determined operator.
Licensed online gambling sits on the other side of the line. It is not blocked, and it carries a large share of PAGCOR’s income. Electronic and online gaming generated ₱53.33 billion for PAGCOR in 2025, more than half of its gaming revenue. PAGCOR projects around ₱370 billion in gross gaming revenue for 2026.
The revenue case against a ban is on the record. In July 2025, then Finance Secretary Ralph Recto, now Executive Secretary, argued against prohibition. “If you ban it, everything becomes illegal,” he said, adding that the government would then be unable to collect. By November, he was citing a DOF cost-benefit analysis showing a net benefit to the economy if the industry’s harms are controlled through stricter rules. Not every agency agreed. DEPDev had backed tighter regulation and a possible ban, arguing the sector’s large social costs outweigh a minimal economic contribution.
Side by side, the two cases diverge. A chat platform with no publicly established link to the Banga attack got a 24-hour clock. A licensed industry that one government agency says costs more than it contributes got stricter rules and continued operation. On the record so far, the deciding factor is licensing and local presence, not harm.
Gun Owner Liability Waits on Congress
The firearm used in the Banga shooting was a Glock 9mm owned by the student’s father, a DepEd employee. The mayor said the mother told him her son destroyed the vault where the pistol was kept. Interior Secretary Jonvic Remulla said current law allows only a reckless imprudence charge against the gun owner, and that he would ask Congress to extend owners’ liability to the use of their firearms by family members.
The firearm is the part of the Banga case that turned a plan into deaths, and it is the part moving slowest. Congress sets the pace on liability. A Discord block needed one letter and one day. The state acted fastest where it had the quickest tool, not where the attack became possible.
The Discord Block Lands on Filipino Workers
For many Filipino users, Discord is not only a game lobby. Freelancers run client channels on it, remote teams hold daily check-ins and voice calls there, developer groups manage support through it, and community-run businesses keep their paying members in its servers. The move raised immediate questions about its legality and about collateral damage to Filipinos who use the platform for work rather than games. The Discord block also hit discord.gg, the short domain behind invite links, so joining a server through a shared link stopped working for affected users. The block page gave no explanation, no timeline and no appeal route.
Users report that switching to Google or Cloudflare DNS restores access. Former Solicitor General Florin Hilbay argued in August that because a VPN defeats a block, its real effect is to put a price tag on blocked sites, and for a student on prepaid data that price falls on someone who did nothing wrong.
Any Filipino business whose client communication runs on a foreign platform without a local office is now in the same position. Until this week, platform risk meant outages and terms of service changes. It now includes an agency letter with a 24-hour deadline.
The Channel Changed, the Network Did Not
The Discord block will probably end the way Reddit’s ultimatum did, with a local representative and a reporting channel. None of that reaches the network investigators say grooms Filipino children. The Messenger chat that carried the Banga plan runs as it did before. Licensed online gambling keeps its apps and its share of state revenue. Gun owner liability still waits on Congress. The only thing that moved this week is the cost of running a Filipino business on a foreign platform with no local office, and that cost was assigned to users, not to the platform.
