The session is the program’s first stop in the Visayas, and it lands at a moment when the region’s e-commerce activity is already rising on its own. Two competing platforms are reporting the same regional surge independently, which is the part of this story worth paying attention to.

The Unlad Lokal MSME Program Lands Ahead Of A Verified Surge

TikTok Shop reported that orders across the Visayas and Mindanao rose 140 percent between July 2025 and July 2026, with the number of active sellers up 50 percent and creators up 160 percent over the same period. Shopee, a direct competitor with no reason to inflate TikTok Shop’s numbers, published its own regional study around the same window and found average orders among Visayas and Mindanao sellers climbed 51 percent between 2023 and 2025, with total business sales up 24 percent. Visayas sellers alone posted a 35 percent rise in orders, and top performers now ship to 81 of the country’s 82 provinces.

Two platforms that compete against each other are describing the same underlying shift. That kind of agreement between rivals is rare enough to take seriously. The Visayas and Mindanao are not being talked into a digital transition. They are already inside one, and the Unlad Lokal MSME program is arriving to formalize skills that many sellers in the region have already started building on their own.

Training Now Lands Ahead Of The Sales Calendar

The timing of the Cebu session matters as much as its content. DTI, TikTok Shop, and Converge scheduled the training weeks before the 9.9, 11.11, and 12.12 mega sale events, the three biggest demand spikes on the Philippine e-commerce calendar. Sellers who complete the program are being pushed to prepare inventory, pricing, fulfillment, and customer service systems before that demand hits, not after.

That sequencing is the actual value the Unlad Lokal MSME program offers the roughly 100 sellers who went through this session. A seller who scrambles to fix fulfillment gaps during 11.11 loses sales and reputation in real time. A seller who fixes those gaps in late August walks into the fourth quarter with capacity already built.

Connectivity Turns A Spike Into Something That Lasts

Live selling, order management, and customer service all depend on internet access that does not drop during a livestream or a flash sale. Converge SME Solutions is supplying that layer, positioning its business broadband products as the difference between a seller who can sustain the order volume TikTok Shop and Shopee are both reporting and one who cannot.

This is where the Unlad Lokal MSME program does something a platform alone cannot. TikTok Shop can teach a seller how to run a livestream. It cannot fix a household internet connection that was never built for business use. Converge’s role in the Unlad Lokal MSME program is infrastructure, not instruction, and infrastructure is usually the part that determines whether a sales spike becomes a business or stays a one-time event.

The Model Is Built To Repeat Across The Region

Unlad Lokal has already trained more than 35,000 MSMEs across 15 cities and regions since its 2025 launch. Cebu is not a one-off stop. DTI has stated plans to carry the same tripartite structure across the rest of the Visayas and into Mindanao, using the Cebu cohort as an early read on whether structured training ahead of a sales cycle actually moves the numbers.

If the roughly 100 Cebu sellers who went through this session show measurable gains during the fourth quarter sales events, DTI has a template it can point to when it takes the same program into the next province. If they do not, the region’s e-commerce growth documented by TikTok Shop and Shopee will keep happening with or without a formal program attached to it.

Local Logistics Partners Gain A Quieter Role

TikTok Shop said it is working with local warehouse and logistics partners to support deliveries across the Visayas and Mindanao as seller volume grows. That detail gets less attention than the training headline in the Unlad Lokal MSME program, but it points to where the actual capacity constraint sits. Training more sellers to sell online does not matter much if the goods cannot move. Regional fulfillment and warehousing operators are being pulled into this growth cycle as directly as the sellers themselves. Neither DTI nor TikTok Shop has named which local partners are involved.

What happens with this Cebu cohort over the next sales quarter will decide whether the Unlad Lokal MSME program becomes DTI’s standing template for the rest of the Visayas and Mindanao, or one regional launch among many that the numbers eventually outgrow.
