NCAP Violations Now Settled Through the eGovPH App

MMDA moved No Contact Apprehension Policy records and payments into the government’s super app, and the test now is trust, not convenience.

The Bottom Line

  • NCAP violations can be checked and settled in the eGovPH Super App since July 9, 2026.
  • The contest tool matters more than the payment tool. A QR code on a violation leads to a dispute process that no longer requires a trip to the MMDA office.
  • Distribution is the strategy. The MMDA’s earlier MayHuliKa site reached 2.7 million unique users, and the government reports 55 million verified users on eGovPH.
  • Fake NCAP texts are circulating, and launch coverage does not say whether official SMS alerts are live.
  • Only LTO-registered vehicles can be added, and no launch coverage states fine amounts or convenience fees.

Where NCAP Violations Now Live

NCAP violations used to sit on a separate website. Since July 9, 2026, they also sit inside the eGovPH Super App, where motorists can check records, pay fines and contest apprehensions without visiting an MMDA office.

The earlier site, MayHuliKa, logged more than 15 million visits, 11 million violations checked and 2.7 million unique users. The new integration, built by MMDA and DICT teams over six months, moves that activity into an app the government says has 60 million downloads and 55 million verified users. That is a distribution decision. The MMDA did not need a better website. It needed a place motorists already open.

The timing fits the policy’s legal position. The MMDA has enforced its version since the Supreme Court partly lifted a restraining order in May 2025. The court has since junked the consolidated petitions against NCAP while stressing that this is not a ruling that the challenged issuances are valid. Enforcement is settled enough to run, and the MMDA is now making NCAP violations easy to pay.

Checking NCAP Violations in One App

Users create an account or log in, search “MMDA NCAP” or open the Government Agencies tab, and register each vehicle. Multiple vehicles can be added, but each must already be registered with the LTO. Registration asks for the plate and registration details, entered by hand or scanned. Launch reports differ on the exact fields, so the app’s own prompts are the reference. Once registered, the app lists NCAP violations for each vehicle. ICYMI: You can verify and settle NCAP violations via eGov app +3

The display is described as real time, mirroring violations as the MMDA records them. That is the app’s claim. Launch coverage repeats it without testing it.

Paying and Contesting Fines

Payment is the simple part. Motorists can settle individual NCAP violations or clear every outstanding fine in one transaction, using e-wallets, online banking, or debit and credit cards. Officials say transactions run under round-the-clock cybersecurity monitoring with encrypted data systems.

Contesting is the part that matters. MMDA Chairman Don Artes said a QR code on a violation leads to a contest mechanism, so drivers can dispute an apprehension without going to the MMDA office. For a policy that went through Supreme Court challenges, a remote appeal route counts for more than a faster checkout.

DICT Secretary Henry Aguda was blunt about the other side of that convenience, saying motorists “no longer have an excuse not to pay.” That is a collections statement as much as a service one.

On cost, none of the launch coverage lists fine amounts or says whether payment channels add a convenience fee. Motorists should confirm both in the app before paying.

NCAP Scam Texts and the Missing Official Alert

Fake NCAP notices have been spreading by SMS, and Radar reported on them in August. Akbayan Rep. Chel Diokno reminded the public of the eGovPH feature as the scam texts spread. The rule is simple. Verify inside the app, never through a link in a text.

The harder problem is the lack of a known official format to compare against. When the MMDA restarted NCAP in 2025, it said it was working with telecom companies on SMS notifications. Launch coverage does not describe any official SMS format, so motorists have little to judge a text against.

The MMDA now controls the full path from camera to payment to appeal inside one government app. Checking NCAP violations has never been easier. That convenience depends on a single channel staying accurate, secure and clearly distinguishable from the fakes copying it.
