A Makati space that mixes cosmetics retail with an experimental café raises the question of what a beauty brand gains when it stops renting its setting from someone else.
Beauty in a Philippine mall tends to look the same. A kiosk near the entrance, a counter inside a department store, a small boutique between other storefronts. The brand sells, but the mall decides the setting.
Issy is trying a different arrangement with Matter by Issy, a roughly 150 square meter space at 149 Legazpi Street in Legazpi Village, Makati. Tatler’s September dining radar describes it as part retail and part café. Issy says it is the brand’s first space outside a mall.
Matter by Issy Replaces the Counter With an Address
Issy co-founder Joel Andrade framed the starting problem plainly when he spoke to Tatler. Beauty in the Philippines lives in malls, he said, and Issy is no exception, with products sold in department stores and retail chains nationwide. That reach built the brand. It also means shoppers meet Issy inside rooms that other companies run, on other companies’ schedules and floor plans.
Matter by Issy hands that control back to the brand. Andrade describes the spot as a place “where nobody walks past by accident.” A mall counter collects whoever happens to be passing. A street address collects people who decided to come.
Singapore’s Luxury Houses Got Here First
A brand running its own café is not new in the region, and Singapore has been the testing ground. Tiffany & Co. opened its first Southeast Asian Blue Box Café on 15 July 2026, on the third floor of its renovated ION Orchard flagship, with a menu by Julien Royer of Odette. Louis Vuitton has run a chocolate store inside its Marina Bay Sands island flagship since February 2024, its first outside France. Prada and Coach have also opened cafés in the city.
Both sit inside malls. ION Orchard and The Shoppes at Marina Bay Sands supply the traffic, and the brands supply the reason to stay. A café on the top floor of a flagship turns a high-ticket purchase into an afternoon, and works as a showroom that happens to sell lunch.
Matter by Issy borrows the format and drops the host. Issy sells cosmetics, a smaller basket than a jewelry case, and no pricing has been published, so the comparison is imperfect. The Singapore cafés have the mall behind them. Matter by Issy has Legazpi Street.

The Café Has to Earn Its Own Traffic
Beauty brands with café concepts are common enough in Metro Manila. Mega Asia’s roundup lists Sunnies, Happy Skin, blk and Budhaus (paired with Skincare Bud Manila), and Issy already runs Issy Cafe in Glorietta 4, which sits inside a mall. Matter by Issy does not have that built-in foot traffic.
Andrade told Tatler the question was what Matter could add to a Makati café scene that is already full. The menu answers in three groups: classics, signatures and experiments. The experiments are limited-time, which gives regulars a reason to return and gives a first-time visitor a reason to come now. Mega Asia reports the menu is exclusive to the space.
The coffee has to hold up on its own terms. If the cup is mediocre, the shelves lose the visitors they were meant to catch.
Three Revenue Lines Share One Floor
The commercial logic at Matter by Issy has three parts. Retail covers the cosmetics lineup, which Mega Asia lists as foundations, Liquid Paints and Daily Balm. The café sells coffee and pastries. The third line is quieter: Tatler’s listing closes with an invitation to other brands to contact the Matter team about creative executions, so the floor is also pitched as space for collaborations and activations.
Pricing, lease terms and sales figures are not public. A space that hosts other brands can offset its own overhead, but only if brands want to be there, and that follows how full the café keeps the room.

Matter by Issy Tests Whether Shoppers Will Make the Trip
One opening does not make a trend, and Matter by Issy has no public sales record yet. Singapore’s luxury houses kept the mall and added a café. Issy is testing the reverse, a café and a shelf of cosmetics on a street where the traffic is not guaranteed.
Tiffany and Louis Vuitton can count on the mall to bring people to the door. On Legazpi Street, Matter by Issy has to bring them itself.
