National ID SIM Registration Creates One Point of Failure

The Philippine National Police Anti-Cybercrime Group wants National ID SIM registration to replace the current process, where a buyer can submit any valid government ID along with a selfie. PNP-ACG director P/Maj. Gen. Wilson Asueta said the current setup makes fake registrations too easy, since telcos have no single database to check a submitted ID against. The statement follows raids that recovered 28,000 registered SIM cards inside one POGO facility in Pasay City and 7,000 more in Bulacan.

The Current Process Accepts Any Government ID

Under the SIM Card Registration Act, telcos accept a range of valid IDs alongside a live selfie. Asueta’s argument is that this range is the weakness. Different IDs come from different issuing agencies in different formats, so there is nothing central to cross-check them against. National ID SIM registration would close that gap by anchoring every SIM to one government-verified database instead of dozens of possible formats.

GCash and Maya Already Run on the Same Database

GCash has integrated National ID verification into its account opening process, and Maya has done the same. Separately, the DICT has asked Meta to accept the National ID as a verification option on its platforms. National ID SIM registration would add telecom to that list. Financial access, telecom access, and eventually social platform login would all run through the same identity record.

National ID SIM Registration Turns One Failure Into Three

Before this proposal, a problem with one ID type had a limited effect. A driver’s license issue did not block a GCash account. A lost postal ID did not stop someone from buying a prepaid SIM. National ID SIM registration removes that separation. A backlog, a data error, or a breach at the Philippine Statistics Authority would no longer be a single inconvenience. It would touch every service already tied to the same credential, at the same time.

Unregistered Filipinos Lose Three Services at Once

The Philippine Statistics Authority has not finished issuing the National ID to the full population. Under National ID SIM registration, someone without a completed National ID would not simply wait longer for a new SIM. If GCash, Maya, and telcos all require the same credential, that person also cannot verify a digital wallet, and eventually may not be able to confirm identity on platforms that adopt the same standard. A registration backlog that used to affect one government transaction now affects communication and money together.

Informal SIM Dealers Carry the Compliance Cost

Sari-sari stores, mall kiosks and street vendors currently register SIM cards for customers using whatever valid ID the buyer has. National ID SIM registration, done in person as Asueta proposes, requires verification against the PSA system itself, not just a visual ID check. Small dealers without that system access either lose the ability to register SIM cards for customers or absorb the cost of new verification infrastructure. The prepaid market, built on volume and low friction, currently has neither.

No Circular Has Made This Mandatory Yet

Asueta’s statement is a proposal, not a directive. Neither the DICT nor the NTC has issued a circular requiring National ID SIM registration, and the Anti-Cybercrime Group cannot rewrite the accepted ID list in the SIM Card Registration Act on its own. Whether National ID SIM registration becomes an actual requirement depends on regulatory action that has not happened yet, and until it does, telcos are free to keep accepting the current range of IDs. Filipinos worried about SIM-based fraud can still report suspicious registrations and scam patterns under the existing system.

Three systems now depend on one database that has not finished registering the population it is meant to identify. GCash and Maya already require it. Meta may soon accept it as an option. If National ID SIM registration becomes formal policy, a citizen without a completed National ID will not face a slower path to a new phone number. That citizen will find the same missing credential blocking a digital wallet, a SIM card, and eventually a social media login, all on the same afternoon.
